Petition launched to stop Metsimaholo Municipality from blocking prepaid meters

The Fezile Dabi Civic Movement (FDCM), under the leadership of President HRH Tibisi April Motaung, said in a statement it has officially announced the immediate launch of a mass petition to stop the Metsimaholo Local Municipality’s ANC and EFF coalition government from cutting off prepaid electricity to local residents.

The FDCM said it condemns the recent “Public Notice – Imminent Blocking of Prepaid Electricity Meters” issued on 17 February 2026.

“We maintain that prepaid electricity users do not “owe” the municipality, as they pay for their units in advance. Any attempt to block these meters constitutes a direct violation of constitutional human rights and an overreach of municipal authority” said the organization President HRH Tibisi April Motaung.

The organization said its Key Grounds for the Petition are:

*No Debt for Prepaid Users:

Residents purchasing prepaid electricity have already fulfilled their financial obligations. It is unlawful for the ANC-EFF coalition to penalise these households for the municipality’s wider financial mismanagement.

*Violation of Human Rights:

Access to electricity is essential for dignity and basic living standards. Arbitrary cut-offs infringe upon the rights of the most vulnerable citizens.

*Coalition Negligence:

This administration has prioritised political posturing over service delivery, presiding over a collapse of infrastructure and critical vending systems.

“The people of Metsimaholo will not be bullied by a coalition government that seeks to balance its books on the backs of honest, paying residents”.

“We are a movement of civic pride and accountability, and we will use every legal and democratic tool—including this petition—to protect our community from these unlawful actions”.

The FDCM said it calls on all residents of Metsimaholo to sign the petition and stand united against these punitive measures.
